Overview
The Surface Transportation Block Grant (STBG) Program and Congestion Mitigation and Air Quality (CMAQ) Improvement Program are Federal Highway Administration (FHWA) programs that provide flexible funding for transportation projects that meet regional criteria, as described in SCAG’s STBG/CMAQ guidelines. SCAG, as the Metropolitan Transportation Organization for the region, is responsible for the administration and project selection for STBG and CMAQ funds in its region through its Call for Project Nominations, which occurs every odd year.
LA Metro, as one of six County Transportation Commissions (CTC) in the SCAG region, is responsible for developing a framework that prioritizes projects for agencies participating in SCAG’s Call for Project Nominations. The Metro Board of Directors approves the final project listing before submitting to SCAG for review and final fund awards.
Announcements
On March 27, 2025, Metro Board of Directors approved the Los Angeles CTC project prioritization framework for the 2025 SCAG CMAQ/STBG Call for Projects. This framework provides guidance and establishes the criteria for agencies when developing their applications.
